The foundation of B.H. College can be traced back to January 1964, when Jadab Chandra Das, a respected local figure, proposed the idea of establishing a college in Howly. In response, a public meeting was convened at Howly Chandi Barua Bhawan, presided over by Abdul Kader Choudhury (Mouzadar). The proposal received enthusiastic support from those present, who unanimously agreed to move forward with the plan as soon as possible.
